“Colombian Ambassador Talk”

Location: Bradford, West Yorkshire, UK

Since I started my study here in Bradford, I have been trying to participate in as many talks and official events as possible. The reason is quite simple: I don't want to miss “inspiration” from diverse people at such events and I want to use those opportunities to reflect on my core. Plus I am a pretty lazy person, so if I don’t force myself to do something, I just don’t do anything! lol So, this has been one of the promises that I made with myself upon arrival in Bradford.

The talk which took place last week was titled “Negotiating Peace in Colombia” and was given by the Ambassador of Colombia to the United Kingdom of Great Britain and Northern Ireland.

He looked like one of my ex-colleagues, who was Danish and an incredibly “high” and provocative man. Considering the resemblance of the appearance of the Ambassador to that “mad man” and his position as a diplomat, I expected that he would be one of those people who only speak politically correct language in public and emotionlessly read out what his/her assistant prepared in advance for him/her using carefully chosen words. But apparently, not! He was a bit different in a positive sense and I quite enjoyed his talk.

He spent most of the talk on introducing the background of the Colombian peace process up to today. Since I was not familiar with South American conflict situations, it was informative I would say. These are a few interesting information I picked up from his talk:

--- 90% of the profit made from the Colombian narcotics is with international criminal organizations and bankers, while only 10% or less remain in Colombia, mostly in the hand of guerrilla and not those farmers who are actually producing them.

--- although peace processes have failed in the past, now is the highest time to re-open a dialogue with FARC to achieve peace in Colombia.

At the end of his talk, the Ambassador said that he would be happy to respond to individual questions from students via email and help students connect to professionals and institutions in Colombia who would be helpful source for research. His closing remark was even more “astonishing” to me – he said “I think what the Department of Peace Studies is trying to achieve is really important and needed for people who experienced or are experiencing atrocities. We need your expertise. And we need your support. Thank you.”

I know there were many academic staff around students during this talk, so this message was addressed to the Department rather than students. Yet, I found his egalitarian approach towards students very touching whereas most diplomats never say that they would be happy to answer inquiries from students! Especially students from a small University in “the middle of nowhere”! I think this Ambassador was a person who had skills to see things through different “lenses” depending on whom he was talking to. This is something that you tend to forget as you get older.

I started to recall the reasons why I chose to come to Bradford. I wanted to know why there are so many obstacles in achieving peace. A number of failures of peace processes that Colombia has experienced shows how difficult it is to bring peace to opposing people. But I wanna be part of it.

I was so glad to be able to have an opportunity to attend his talk. Muchas gracias, el Embajador!

“コロンビア大使の講演”

場所：ブラッドフォード、ウェスト・ヨークシャー、イギリス

ブラッドフォードに来て以来、私は意識して講演だとか、その他のイベントに参加しようと心がけている。理由は簡単：いつも私はインスピレーションをいろんな人の話に見出したいと思ってるからと、こういう機会を使って自分の核について見つめなおしたいと思うから。さらに、私はかなり怠け者だから、自分をけしかけなきゃ、絶対何もしない！笑　以上の理由により、ブラッドフォードに来てから、このことを決心した。

先週行われた講演は、在イギリス　コロンビア大使によるもので、タイトルは、”Negotiating Peace in Colombia”。

大使の見た目が、いつもかなり「いっちゃってる」感満点だったデンマーク人の前同僚に似てた。その大使の見た目と外交官という立場を考えた結果、この大使もきっと「正しい言葉」しか公では使わない人で、助手とかが選び抜かれた言葉を使って準備されたものを無感情で読むタイプの人だとついつい思い込んでしまった。でも、どうやらそうでもなかった！いい意味で、この大使は違って、彼の講演を楽しめた。

大使は多くの時間を割いて、今日に至るまでのコロンビアの平和構築への道のりについて説明をした。私は南米のことについてあまり詳しく知らないから、いろいろな情報を知る機会になった。その中でも興味深いと思ったのが：

・コロンビアで生産されるコカインをはじめとする麻薬の取引の利益の90% は、世界中の犯罪組織や銀行家たちが牛耳っていて、コロンビアに残るのは実質10% 未満。そのコロンビア国内の利益の多くは、ゲリラ側の手の中に納まり、生産者である農家の人たちに渡る利益はほとんどない。

・過去の平和への試みは失敗を重ねたものの、今が FARC側との交渉を再開し、コロンビアに平和をもたらするのに最もふさわしいチャンスである。

講演の終わりに、大使は学生側からのメールでの質問に喜んで答えるつもりであること、そして必要であればコロンビアにおいて調査などに役立つであろう人材や機関に紹介をするとのことであった。大使の締めくくりの言葉は、驚きだった – “ブラッドフォードの平和学部が達成しようとしていることは、大切なことで、紛争などの悲惨な状況を経験した、または経験している人たちに必要とされています。私たちは、みなさんの知識や専門性が必要です。私たちは、みなさんの助けが必要です。今日はどうもありがとうございました。”

この講演には、教授たちも出席したいたので、このメッセージは学部に宛てたものだとはわかってる。でも、普通の外交官たちは言わないであろう、例えば学生からの質問に個別に答えるといった大使のオープンなアプローチは、とても素敵なことだと思った。しかも、こんな辺鄙なところにある小さな大学の学生たちに！きっとこの大使は、物事をいろいろな立場の人のレンズで見ることが出来るスキルを持ち合わせた人なんだと思う。これは、年を重ねるごとに、人が忘れがちになってしまうこと。

この講演をきいて、私はなんで自分がブラッドフォードを選んだのかを思い出した。私は、平和を構築するのが、なぜこれほどにも大変なのかを学びたかった。コロンビアが何度も平和への道のりを挫折せざるを得なかったように、平和を構築するということは簡単なものではない。でも、私はその一部でありたいと願う。

この大使の講演に出て本当によかった。大使、ありがとうございました！
